Conference programme

Welcome to the International Conference on cross-border cooperation in Europe organised jointly by the MINISTRY OF REGIONAL DEVELOPMENT OF THE CZECH REPUBLIC (MMR), the SLAVONIC EUROPE MOVEMENT (SE) and the ASSOCIATION OF THE EUROREGIONS OF THE CZECH REPUBLIC. Join us as to explore the Czech Republic's remarkable potential in cross-border European cooperation as a macro-regional player. The conference will present the cross-border regulatory and structural setting at EU and Czech Republic Member State level as well as the Czech key players in cross-border cooperation.

A particular attention will be paid to AKTIS - A EUROPEAN CROSS-BORDER PROJECT CHAIN DRIVEN BY THE EUROPEAN SLAVONIC COOPERATION NETWORK as a new innovative cross-border civil society initiative: AKTIS is an integral part of the SLAVONIC NEW WAVE (SNW) initiative of the SLAVONIC EUROPE Movement, which has 4 distinct levels:

A) SLAVONIC NEW WAVE General Framework Programme as the conceptual and programmatic outline.
B) EUROPEAN SLAVONIC COOPERATION NETWORK as its geographic and strategic backbone.
C) LUSATIA GLOW as the innovative method of European integration through regional cross-border peoples and linguistic groups.
D) AKTIS as the final output of the SNW in form of a European project chain from the Black Sea to the Atlantic.

At the heart of AKTIS lies the idea of promoting actively the cooperation between democratically minded Slavonic peoples - and gradually between all European regions. In the framework of the International Conference in Prague, we will shape the future role of the Czech Republic and its neighbouring countries as an innovative macro-region being the heart and the starting point of this initiative.

A special feature will be the highlight of 20 years of the Czech Republic as a Member State of the European Union taking stock of what has been achieved and what still is to be reached in the framework of the Czech EU Membership.

The conference promises engaging discussions, insightful presentations and valuable networking opportunities set into a European Slavonic Cooperation Network.

A EUROPEAN CROSS-BORDER PROJECT CHAINE

STARTING FROM CENTRAL & EASTERN EUROPE

COVERAGE FOCUS: CENTRAL & EASTERN EUROPE

AKTIS is an IMPULSE and a MOMENTUM for a new European project based cross-border integration initiative composed of 3 dimensions:

  • Horizontal dimension: Digital platform – interpersonal
  • Vertical dimension:  Thematic events starting from the country border – identity-building 
  • Orthogonal dimension: Civil society networking starting from Central and Eastern Europe following the events and their digital communication campaign – community-building.

As a result, the human society can change arbitrarily subject to the variation of its respective values taking on new forms and shaping freely its future and destiny: Space and culture can change their size, constitution and appearance leading to completely new and unexpected formations.

In this sense, the human society is a relative entity endowed with an almost endless range of possibilities. Having all chances and bearing all dangers. What it needs is a compass giving clear orientation.

The starting point – the first mover and the decisive game changer – of each societal evolution, however, is the individual, are the people.

The AKTIS Media Project is the way how to reach the people: It detects, fosters and grows space and culture by giving a platform to the spirit and sending out impulsions – this means giving an action field to the people. Being the human society’s virtual face and senses.

A television project starting from and focusing on Central & Eastern Europe and, at the same time, offering a platform for an active and systematic exchange between East & West is a historic event on the European media scene and the unique opportunity for Eastern Europeans to grasp and embrace their roots and identity as well as for the Western Europeans to discover Eastern Europe as a part of the common European history and present.

The basis and, at the same time, the road map of AKTIS (Ancient Greek ἀκτίς = ray of the sunlight, English = Glow ) is the LUSATIA GLOW European Regional Crossroads Network (LG) representing the regional crossings of the European civilisation as fixpoints and bridges on the cultural map of Europe.

AKTIS starts from the Lusatian border-triangle of the Czech Republic, the Free State of Saxony and Poland marking in this way as an example and a model the East-West crossing function of the entire LG programme – with AKTIS being its media face and senses.

AKTIS Media will target a European and international public, covering all ages, with a particular focus on using digital channels.

This approach will, among other things, actively contribute to introducing and supporting the use of digital skills as regular communication and entertainment instruments to the broad public as part of the Digital Agenda of the European Union.

The AKTIS Media Project underlines the importance of well-defined Digital Rights & Principles in the service of European citizens in order to ensure fully-fledged
digital 21st century standards are applied in the framework of all its undertakings and by all its partners.

It is based on the proposal for a Tripartite Declaration on European Digital Rights and Principles initiated and put forward in 2022 by the EU Commission and intended to be signed by the European Commission, the European Parliament and the Council of the EU. Furthermore, it follows the GR491 Handbook of Sustainable Design of Digital Services established by the Institutes of Sustainable IT from France, Belgium and Switzerland.

  • People at the centre: Digital technologies should protect people’s rights, support democracy, and ensure that all digital players act responsibly and safely. The EU promotes these values across the world.
  • Solidarity and inclusion: Technology should unite, not divide people.
    Everyone should have access to the internet, to digital skills, to digital public services, and to fair working conditions.
  • Freedom of choice: People should benefit from a fair online environment, be safe from illegal and harmful content, and be empowered when they interact with new and evolving technologies like
    artificial intelligence.
  • Participation: Citizens should be able to engage in the democratic process at all levels, and have control over their own data.
  • Safety and security: The digital environment should be safe and secure. All users, from children to seniors, should feel empowered and protected.
  • Sustainability: Digital devices should support sustainability and the transition to green. People need to know about the environmental impact and energy consumption of their devices.

A new paradigm of smart integration as an innovative grassroots cohesion approach for a New EU with cross-border minorities as bottom-up driving forces

LUSATIA GLOW (LG) is a Framework Programme representing the gravitation field of a new approach the European integration. It is a central cross-section programme and new integration method connecting the individual sectors of ARTS, DEMOCRACY, EDUCATION & ECONOMY under the SLAVONIC NEW WAVE (SNW) Initiative. It outlines a comprehensive trans-European synaptic network being the framework on top of being the backbone of European cultural integration.

The GLOWS are the cross-border connecting synapses composed of cross-border peoples and minorities spread all over Europe. They are situated at the border crossroads between the EU Member States between non-EU countries. This offers the possibility of cross-border cooperation thanks to concrete multilateral projects, each having a 3-dimensional feature: digital – event based – network oriented.

The SLAVONIC EUROPE Movement (SE) is an International Civil Society Initiative with CULTURE as its focal point: Understood as the unity of ARTS, DEMOCRACY, EDUCATION & ECONOMY, culture comprises multiple strands of consciousness and action of the SE Movement. It represents the holistic conception of our movement, which is embedded in creativity as it is in ethics and concrete implementation.
This unique bottom-up approach is an innovative Slavonic alternative to societal integration and organisation. Its goal is to simultaneously reach out to other regions in Europe and around the world seeking mutual exchange, understanding and cooperation.

The SE Movement pursues three specific objectives:

We want to raise awareness around the particularly rich, deep, vast and diversified Slavonic Civilisation, their identity and their very position in today’s world. This represents a fascinating and challenging endeavour for us and constitutes an autonomous value in itself.

Moreover, in times of rising disintegration and apparent political and social drifting, this unique civilisation project strives to make a difference. This movement is a proactive and constructive contribution, with the goal of enhancing communication and cooperation between people and building a new bridge between the East and the West. This means strengthening integration and cohesion across the European continent.

In order to tackle this ambitious task, the SLAVONIC EUROPE Movement (SE) disposes of a sound organisational structure as developed below, based on two distinct legal bodies under Belgian law – the SLAVONIC EUROPE Foundation (fondation privée) and the SLAVONIC EUROPE s.r.l. (Ltd.). This allows us to deploy the necessary resources in order to achieve our main goals and fulfil our specific objectives and individual projects.

EUROPEAN SLAVONIC COOPERATION NETWORK (ESCN)

The ESCN aims to set up a new solidarity and resilience network in Central & Eastern Europe as a cultural cooperation initiative of Slavonic people.  The content will be based around the AKTIS Media Project and, in particular, supporting Ukraine in their fight for independence and democracy: the ESCN is designed to be the backbone of future cooperation and communication within the European Union, in particular in Central & Eastern Europe.

SERBSKI SEJM

is the democratically elected representation of the Sorbs / Wends located in the German part of Lusatia . It is the result of the manifestation of the free will of the Sorbs / Wends, being a symbol of self-determination and a constructive perspective for their future. The first elections for the SERBSKI SEJM took place in 2018, in the presence of international observers, resulting in 24 elected deputies for a first term of 5 years. The second term elections will be held in 2023. The SERBSKI SEJM is one of the territorial coordinators of the LUSATIA GLOW (LG) project responsible for the coordination of activities and management of the project infrastructure in the German Lusatia.

The ŁUŻYCKI ALIANS

is an association founded and located in the Polish part of Lusatia . Its goals are the promotion, popularisation and development of education, culture, art, history and Lusatian languages by means of an international dialogue with the Lusatian community worldwide. The organisation of meetings and activities to disseminate knowledge about the past and today of the Lusatian people will be done through readings, lectures, conferences and symposia in Poland and at an international level. The ŁUŻYCKI ALIANS are one of the territorial coordinators of the LUSATIA GLOW (LG) project responsible for the coordination of activities and management of the project infrastructure in the Polish Lusatia.

The LUŽICKÁ ALIANCE ČESKÁ REPUBLIKA

is an undertaking founded and located in the Czech part of Lusatia. Its objectives are the promotion, popularisation and development of education, culture, art, history and Lusatian languages by means of an international dialogue with the Lusatian community worldwide. The organisation of meetings and activities to disseminate knowledge about the past and today of the Lusatian people will be put in place through readings, lectures, conferences and symposia in the Czech Republic and at an international level.
